This is Nationwide w/ nominal fee to join, I recall having to pay $5 to join the Surfrider Foundation charity. They do not hard pull your credit, but they do pull Chexsystems.
I’ve had my account since 2020, and it is still open and active. Nothing really stands out about this credit union, but they aren’t bad. If you choose to get a checking account, they do charge a monthly fee unless you do certain requirements, but it is not required for this referral deal.

As far as I know, you do not need to qualify for the $25 new account bonus in order to start referring people and qualify for referral bonuses.
There is also no indication that you need to establish an account for 30 days in order to start referring new customers.
I don’t have any data about this, but I would guess that you can start referring people as soon as you join and open your account.
